Agreement to Terms
These Terms of Service ("Terms") govern your access to and use of the BillBoard application, website, and related services (collectively, the "Service"), operated by BillBoard ("we," "our," or "us"). By creating an account or otherwise using the Service, you agree to be bound by these Terms. If you do not agree, do not use the Service.
1. Eligibility
You must be at least 13 years old to use the Service. By using the Service, you represent and warrant that you meet this requirement. If you are between 13 and 18 years of age, you may only use the Service under the supervision of a parent or legal guardian who agrees to be bound by these Terms.
2. Account Registration
To access most features of the Service, you must create an account. You agree to:
• Provide accurate, current, and complete information during registration.
• Maintain and promptly update your account information.
• Keep your password confidential and not share it with anyone.
• Notify us immediately of any unauthorised use of your account.
You are responsible for all activity that occurs under your account. We are not liable for any loss or damage arising from your failure to maintain the security of your account credentials.
3. Permitted Use
Subject to these Terms, we grant you a limited, non-exclusive, non-transferable, revocable licence to access and use the Service for your personal, non-commercial civic engagement purposes.
You agree not to:
• Use the Service for any unlawful purpose or in violation of any applicable law or regulation.
• Impersonate any person or entity or misrepresent your affiliation with any person or entity.
• Scrape, crawl, or systematically access content from the Service without our express written permission.
• Use automated means (bots, scripts, crawlers) to access or interact with the Service.
• Circumvent, disable, or interfere with security-related features of the Service.
• Upload, transmit, or distribute any malware, spam, or unsolicited communications.
4. Content & Nonpartisan Commitment
BillBoard provides legislative information, AI-generated summaries, and civic education content sourced from Congress.gov and other public U.S. government data.
We are strictly nonpartisan. The Service does not endorse, advocate for, or oppose any candidate, political party, ballot initiative, or political ideology. AI-generated summaries are designed to present factual legislative content neutrally. If you believe any content on the Service is biased or inaccurate, please report it to content@billboard.app.
You acknowledge that legislative information is subject to change, and that AI-generated summaries may contain errors. BillBoard summaries are not legal advice.
5. Representative Outreach
The Advocate feature allows you to draft and send communications to your elected representatives. You acknowledge and agree that:
• You are solely responsible for the content of any message you send to a representative.
• BillBoard does not review, endorse, or take responsibility for messages you send.
• You will not use the Advocate feature to send harassing, threatening, defamatory, or unlawful communications.
• Mass or automated submission of identical messages is prohibited.
BillBoard does not draft, send, or transmit any communication to a representative on your behalf without your explicit, individual action.
6. Intellectual Property
The Service and its original content (excluding U.S. government public-domain legislative data), features, and functionality are owned by BillBoard and are protected by copyright, trademark, and other intellectual property laws.
AI-generated summaries produced by the Service are provided for your personal use. You may share short excerpts for commentary, education, or news reporting purposes, provided you attribute the summary to BillBoard and link to the original source.
U.S. government legislative data (bill text, voting records, member information) is in the public domain and not subject to copyright.
7. Disclaimers
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE" WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, AND NON-INFRINGEMENT.
We do not warrant that:
• The Service will be uninterrupted, timely, secure, or error-free.
• Bill information or AI summaries will be accurate, complete, or current at all times.
• Any errors in the Service will be corrected.
Legislative information may be delayed. Do not rely on BillBoard as your sole source for time-sensitive civic or legal matters.
8. Limitation of Liability
TO THE FULLEST EXTENT PERMITTED BY LAW, BILLBOARD AND ITS OFFICERS, DIRECTORS, EMPLOYEES, AND AGENTS SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES ARISING OUT OF OR IN CONNECTION WITH YOUR USE OF THE SERVICE.
OUR TOTAL LIABILITY TO YOU FOR ANY CLAIM SHALL NOT EXCEED THE GREATER OF (A) $50 USD OR (B) THE AMOUNT YOU PAID US IN THE TWELVE MONTHS BEFORE THE CLAIM.
9. Indemnification
You agree to defend, indemnify, and hold harmless BillBoard and its officers, directors, employees, and agents from and against any claims, liabilities, damages, judgments, awards, losses, costs, expenses, or fees (including reasonable attorneys' fees) arising out of or relating to your violation of these Terms or your use of the Service.
10. Termination
We reserve the right to suspend or terminate your account and access to the Service at any time, with or without notice, for conduct that we believe violates these Terms or is harmful to other users, us, third parties, or the integrity of the Service.
You may delete your account at any time through the Profile settings or by emailing support@billboard.app. Upon termination, your right to use the Service ceases immediately.
11. Governing Law & Disputes
These Terms shall be governed by and construed in accordance with the laws of the State of Delaware, United States, without regard to its conflict of law provisions.
Any dispute arising from or relating to these Terms or the Service shall be resolved through binding arbitration administered by the American Arbitration Association under its Consumer Arbitration Rules, rather than in court, except that you may assert claims in small claims court if your claims qualify. YOU WAIVE ANY RIGHT TO A JURY TRIAL OR CLASS ACTION LAWSUIT.
12. Changes to These Terms
We reserve the right to modify these Terms at any time. If we make material changes, we will notify you by email or by a prominent in-app notice at least 14 days before the changes take effect. Your continued use of the Service after the effective date of the revised Terms constitutes your acceptance of the changes.
